Eligibility
Participation
Coverage is compulsory.
Eligibility
The following individuals are eligible for coverage regardless of health, age or financial status:
-
permanent resident
-
repatriated Canadian
-
Canadian returning to the country
-
permanent resident returning to the country
-
Canadian Citizen or his spouse who takes up residence in Canada for the first time
-
member of the Canadian Forces, or the R.C.M.P. who is not a Quebec resident
-
prisoner who was not a Quebec resident upon confinement in Quebec and has indicated intentions of becoming a resident of Quebec, along with each of his dependants, shall be considered a resident of Quebec upon his arrival, discharge or liberation, as the case may be
-
person who legally resides in Canada, who makes his home in Quebec and who lives there at least 183 days per year
-
foreign national who legally resided in Canada and resides in Quebec (must provide proof of permanent resident status from Canadian and Quebec immigration authorities)
-
foreign national employed in Quebec for 3 or more months (must hold a work permit from Canadian Immigration authorities)
-
dependent spouse and dependent unmarried individuals under the age of 18 living permanently with the resident
Tourists, transients, visitors and students from another province or country (except if student agreements are in effect) are not entitled to insured services.
Date Coverage Begins
Individuals moving to the province from elsewhere in Canada are covered under the plan as soon as the other province's plan ceases to cover them.
New citizens are entitled to benefits when they become full-time Quebec residents.
Dependent coverage begins on the later of date of coverage or date dependent as acquired.
Coverage Terminates
Coverage ends on the earlier of the following dates:
-
the first day of the third month following the date of arrival in the other provinces for a Quebec resident leaving the province to establish full-time residence elsewhere in Canada
-
immediately upon his departure for a Quebec resident leaving the province to establish full-time residence outside of Canada
-
anyone who lives outside Quebec for at least 183 days per year (excluding periods of less than 21 days)
Coverage Extended
Coverage may be extended to the later of the following dates:
-
during temporary absences or for education purposes, while retaining Quebec resident status
-
to Quebec civil servants in service outside Quebec
-
to a person staying outside Quebec, while his family resides or maintains a dwelling therein, looking for temporary work or executing a contract, who returns to Quebec at least once a year (or informs the Quebec Health Insurance Board why he can't)
-
a person employed by a non-profit organization which has its head office in Canada and works abroad within a program recognized by the Minister of Social Affairs in Quebec
